CM seeks NEIGRIHMS help to start medical college
ITANAGAR, Sep 21:Chief Minister Pema Khandu has sought support, guidance and cooperation from the prestigious North East Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong, for establishment of the Tomo Riba Institute of Health & Medical Sciences (Medical College) in the state.
Pema made this request during a meeting with NEIGRIHMS director Professor Dr. P Bhattacharjee who called on him on Wednesday at his Civil Secretariat office.
While terming NEIGRIHMS as one of the best models in terms of health and medical institute, Khandu requested its director to help the state in drafting the recruitment rules for Medical College faculties besides providing guidance and support in recruitment of professor level faculties. He also appealed the premier medical institute to exchange teaching programmes and faculties through digital class rooms.
"As of now huge number of patients goes to NEIGRIHMS but it has not been empanelled under the benevolent Arunachal Pradesh Chief Ministers Universal Insurance scheme due to some reservations raised by NEIGRIHMS officials" Khandu informed.
He requested the Director to look into the matter on a positive note so that patients going from the state get the benefit under the APCMUHIS.
He further revealed that state government is restructuring the scheme to ensure that benefits are multiplied and all bottlenecks are removed. A meeting in this regard has been scheduled on September 28 next.
The Chief Minister instructed the health department to immediately process for requirement of fund for construction of Arunachal guest house near NEIGRIHMS for which land has already been acquired. He also assured to introduce a dedicated shuttle bus service for NEIGRIHMs from the state capital for convenience of patients.
Assuring all possible support, Prof. Battacharjee, who is also Member of the Governing Council of the upcoming medical college at Naharlagun, asked the state government to create congenial atmosphere at the institute by providing all necessary facilities to lure faculties.
"Biggest challenge now would be to hunt for professors" he shared while assuring that he would do his best to recruit best teaching faculties for the first medical institute of the state.
On the request of the Chief Minister for considering two digital class rooms for the upcoming medical college, Prof. Battacharjee informed that one Digital Class room has already been sanctioned. He assured that he would take up with the Ministry of Health, Government of India to consider one more digital class room for the state. Health Minister Jomde Kena, Parliamentary Secretary Health Phurpa Tsering, Director Health & Family Welfare Dr. Moji Jini among others also attended the meeting.

NDA committed to improve public service

ITANAGAR, Sep 21: Union Minister of State for Home Kiren Rijiju on Wednesday urged Chief Minister Pema Khandu led PPA-BJP alliance government to work as Team Arunachal for the betterment of its citizens. He added that no government can survive without performance and delivery saying that if the government and leaders including him failed to live up to people's expectation, they will not be forgiven.
MoS said this while interacting with media persons along with Union Minister of State for External Affairs Gen. V K Singh on the sideline of inaugural function of Itanagar Passport Seva Kendra here.
On Advance landing Ground (ALGs), Kiren said that he had discussion with Minister of Defense for introduction of civilian airport.
Earlier Union Minister of State for External Affairs Gen. V K Singh inaugurated the Passport Seva Kendra Itanagar in presence of Rijiju, officials from Pass Port authority, council of ministers from the state, legislators, Chief Secretary and various other officials in a small function held here on Wednesday.
Inaugurating Passport Seva Kendra which started functioning since 15th February 2015, General V.K Singh stated that it has been a challenge for the NDA government since 2014 to bring improvement in public services.
"Bringing improvement in public service has been remained a challenge for NDA government and we are committed to deliver better public service" said General Singh while underscoring the importance of Passport for every individuals.
The MoS External Affairs added that effort is on to make faster passport delivery system within three days for the convenience and benefits of people. However, he pointed out that normal process takes 21 days as the police verification normally takes time.
"Once criminal records across India under police are digitized, the passport delivery system would be faster" he informed. He also hoped that in Arunachal, the delivery system would be faster.
Terming passport as important document for any individual, MoS Home Kiren Rijiju in his address called for establishment of Passport Seva Kendra branches in districts so that people living in rural areas could also be benefitted. Rijiju also urged the police authority for faster police verification of passport applications as many are applying for urgent cases.

‘Party Politics in Arunachal Pradesh’ by Prof Bath released
NAHARLAGUN, Sep 21: The day Arunachal Pradesh attains political maturity by imbibing true values of democratic processes, the state will stride forward politically and economically, said MoS Home Kiren Rijiju on Wednesday while releasing "Party Politics in Arunachal Pradesh", authored by Prof Nani Bath at Rajiv Gandhi University.
Rising above narrow political interests and looking at larger political perspective for overall development of the people should be the ideology of all political parties, he said.
While complementing Prof Nani Bath for writing the book, Rijiju appealed the people to read it to know the history of politics in Arunachal Pradesh and offer constructive criticism through various media and social platforms for a healthy appraisal of the views expressed by the author. The Minister also lamented about the growing unemployment in the state as he urged all to accord economic issues along with respective political ideology as the main agenda in elections.
Prof Bath explained the backdrop behind the writing of the book in which many young research scholars travelled all over the state for research on the subject. He informed that the people of Arunachal Pradesh have been most actively participating in both local and state electoral process ever since the introduction of Panchayati Raj in 1969. No party is based on communal affiliations in political spectrum in the state, he said. Calling it a positive development, he expressed belief that with arrival of young political leaders, parties will attain maturity.
Presiding over the function, RGU VC Prof Tamo Mibang while complementing the author, stressed on good governance in Arunachal Pradesh. He said that with the coming of good governance, all existing ills of governance and political and economic problems would come to an end.

Gadkari assures early approval of Itanagar-Banderdewa four-lane project
ITANAGAR, Sep 21: Union Minister for Road Transport and Highways, Nitin Gadkari on Wednesday assured the Deputy Chief Minister, Chowna Mein to expedite the sanction of Itanagar-Banderdewa 4-lane road project that the State Government submitted earlier. The assurance came when Mein met Gadkari at his office chamber in New Delhi to apprise him of various problems and development activities in the state.
Mein has also requested for early sanction of special repair estimate of Itanagar- Banderdewa road which has been submitted to the Ministry of Road Transport Highways,
Government of India. The Union Minister asked senior officer of the Ministry to examine the case for early approval.
The Chief Minister had earlier submitted a memorandum to Union Minister of State for Road Transport & Highway and Chemical Fertilizers, Mansukh Mandaviya, during his visit to the state recently, demanding the declaration of four roads as National Highways, namely, Akajan-Likhabali-Bame road (106 km) in West Siang, Margherita-Changlang (37 km) in Changlang, Daporijo to Dollungmukh via Dumporijo along the left bank of Subansiri river (125 km) and Tezu to Chapakhowa via Sunpura (20 km). In this regard, Gadkari also informed the Deputy Chief Minister that the Union Government is actively considering the proposal for declaring roads as National Highways and the same will be examined and considered.
Mein also apprised Gadkari of the monsoon fury that plays havoc resulting in huge damage both on the completed stretch and on-going NH projects every year. As such, regular maintenance and protection work is required so that damages due to landslides and other damages can be arrested to ensuring all weather connectivity.
The DyCM requested the Union Minister to allocate a maintenance fund of Rs 10 crore for the maintenance works of National Highway 13, i.e. Potin to Ziro road as a special case. The Union Minister of State for Road Transport & Highways, Mansukh Mandaviya during his recent visit to the State had announced an allocation of Rs 10 crore for maintenance of Potin to Bopi road (157 km).
Mein also requested for sanction of projects under Central Road Fund (CRF), Economic Importance (EI) and Inter State Connectivity (ISC) to which the Union Minister assured for approval in accordance with the funds earmarked under the respective heads for current financial year.
Mein further urged the Union Minister to entrust the new projects under Special Accelerated Road Development Program in North East (SARDP-NE, Phase-B) to the State PWD as the roads under the Arunachal Package under 1st Phase which is being executed by State PWD would be completed shortly, according to an official release.
Itanagar urban body goes digital
ITANAGAR, Sep 21: Chief Minister Pema Khandu on Wednesday launched the 'Go Live' e-governance project of Itanagar Municipal Council (IMC) making the urban local body digitalized.
Once the e-governance system of IMC is fully commissioned, citizens can avail services of all the modules that include filing of on-line application for key services, such as issuance of birth, death certificates or trade licenses, etc.
Further, e-governance will benefit in maintenance of digitized records and tracking of defaulters for Property Tax, promotion of online transactions to generate more revenue and a sound and comprehensive maintenance of information of the beneficiaries to avoid duplicity.
At the moment, the launched 'Go Live' project will offer two modules through which citizens can avail e-services for online registration of birth as well as death.
"It is a dream come true for me," Pema said after launch of the project.
The project was initiated by Pema during his stint as the then Minister of Urban Development.
Congratulating IMC for being the first local body to go digital, the Chief Minister reiterated his commitment to implement e-governance in every level of government machinery that will boost transparency and check corruption.
"Gone are the days of hard files, which can be easily tampered and altered while processing. Digital files will revolutionize governance once we have paperless offices," Pema said.
Incidentally, Pema had signed the first paperless file of the IT Department on August 16 last setting off the digitalization process of governance in the state.
The Chief Minister recollected his last meeting of at least 40 minutes with Prime Minister Narendra Modi at New Delhi, wherein, he said, digitalization of governance was a major component of discussion.
Sanctioned in the year 2012 under the erstwhile Jawaharlal Nehru Urban Renewal Mission (JnNURM) 'Go Live' is an e-governance project for IMC being implemented by the department of Urban Development and executed by Hyderabad based IT company M/s NavayugaInfotech Ltd in consortium with Telearc Technologies Pvt Ltd.
Minister for Urban Development Nabam Rebia, who was present on the occasion, drew attention of the Chief Minister on the gap-funding required for fully commissioning the 'Go Live' e-governance project under Mission City Itanagar programme for IMC. He said the state government needs to put in its own resources to complete the project so that all the benefits as envisaged could be made available to the citizens.
Rebia further opined that all state-centric projects being implemented by UD (besides e-governance) like the inter-state bus terminal, parking lot, convention hall, MLA apartments, etc, which remain incomplete due to delinking of several central schemes, need to be completed from the state's own resources.
In response, the Chief Minister informed that he has already chalked out a meeting of the cabinet sub-committee during which these issues will be discussed and assured that all unfinished projects under UD will be completed by the state government including the gap-funding of Mission City Itanagar.
Parliamentary Secretary UD Techi Kaso, Chief Municipal Councillor, Deputy Chief Municipal Councillor, IMC Councillors, officers of all allied departments like PWD, PHED, IT, etc and representatives of Navayuga Infotech Ltd and Telearc Technologies Pvt Ltd. were present during the 'Go live launching' ceremony.
AAP blames BJP & Cong for current political mess
ITANAGAR, Sep 21: The Aam Aadmi Party (AAP) has blamed both the BJP and Congress parties for the current political instability in the state. The party's Observer for North Eastern states, Habung Payeng, in a release on Wednesday said that the present political instability has greatly hampered the development in the state. 'The leaders have not come to serve the interest of the people but for their personal benefits. BJP and Congress are equally responsible for the political turmoil in the state', the party said.
It further said that the regional political party, People's Party of Arunachal (PPA) has forgotten the ideology of its founding members and is accommodating party shifting leaders. 'Despite being a party which was opposed to the idea of a large-size ministry and appointing Parliamentary Secretaries, it is surprising to see how the PPA party functionaries allow appointment of huge number of such posts', the party further said.
'The leaders have stated that the ground for joining the PPA is to get more funds from the BJP government for the development of the state. However, appointing the entire legislators as Parliamentary Secretaries clearly indicates their selfish motive of getting benefits for themselves', it stated.
Education Parl Secy calls for team spirit
ITANAGAR, Sep 21: Parliamentary Secretary (Education) Bamang Felix urged the officials of Education Department to work with team spirit during a meeting with them in the Conference Room of Higher and Technical Education here on Wednesday after assuming his office.
Saying that the mantra for Pema Khandu Government is team work, Felix said he desires to see the same spirit among the officials of Education Department too.
All the directorates of Education Department, including SSA, SPD should work hand in hand instead of working independently, Felix said.
When informed about acute shortage of man power in Education Department by the officials, Felix assured to take up the issue with the government on priority.
"A considerable number of schools have been upgraded; many new colleges have come up but without sanctioned post. They are functioning on adjustment basis from the existing strength," the officials said.
The Elementary and Secondary Directorates are in need of more than 2000 posts to be sanctioned, while the Department of Higher and Technical Education requires more than 500 new sanctioned posts," they said.
"But, whenever proposal is made for sanctioning of these posts, it gets always turned down by the Finance Department by one pretext or other. But common people do not realize it other than blaming the Department, the officials rued."
"Until and unless these posts are approved no amounts of strict administration can mitigate the prevailing problem of shortage of man power," they said.
Other issues pertaining to RAMSA, SSA and day to day issues of Education Department were also discussed in the meeting.
The meeting was attended by the Secretary Education, all the officials of all the Directorates and Education Department.
‘Govt. will meet the aspiration of people’
ITANAGAR, Sep 21: The newly inducted Parliamentary Secretary (Planning), Chow Zingnu Namchoom expressed the confidence that the new Government would do its best in bringing development in all the sectors and meet the aspirations of the people. He said this during a meeting with the Department's Officers on Wednesday.
While appreciating the department for its role in the developmental process, he sought the guidance and cooperation from all concerned in his endeavour to serve the department assigned to him.
Secretary Planning Dr Joram Beda briefed him about the broad activities dealt by the Planning Department and its organisational structure. He informed the Parliamentary Secretary about the new challenges faced by the department after the implementation of the 14thFinance Commission and related issues on plans and programmes of the State Govt and Centrally Sponsored Schemes (CSS).
He further emphasised the role of Planning Department in monitoring of schemes and coordination with other departments in successful implementation of government programmes.
State Govt. signs MoU with organic production and certification agencies
ITANAGAR, Sep 21: The department of Agriculture, government of Arunachal Pradesh signed MoUs with leading organic production and certification agencies under Mission Organic Value Chain Development for North East Region (NER). It is part of a flagship programme under the PMO's vision to brand NER as organic hub of the world which targets the 8 states of India.
Under the mission, the department of agriculture will undertake organic cultivation for various crops in 5000 hectares across the state. As part of the scheme, which will be implemented in mission mode approach, the identification and selection of the farmers shall be done in cluster approach, once the produce are organically certified value addition, branding and marketing of target crops will be undertaken under the banner of Farmers Producers Company (FPC).
While briefing about the mission, State Mission Co-ordinator, ADO, Okit Palling informed the officials that in the first phase, GoI has approved 10 nos. of FPCs in the state while, other districts will be covered in the second phase. He further said that the selection of the agencies will done through, RFP for empanelment at national level followed by technical presentation from the agencies. 'Sikkim state co-operative supply and marketing federation (SIMFED) Gangtok-Sikkim, Sheel Biotech Ltd- Gurgaon, Haryana, Oppu engineering and Agro services, Arunachal Pradesh have been empanelled for the scheme,' he added.
Commissioner Agriculture, Hage Khoda also urged all the empanelled agencies to work with zeal and enthusiasm for transforming the state into an organic state. He however, warned the agency not the sublet the certification agency to any other agencies and assured all logistic and administrative support from the government.
Director Agriculture, Hage Kano also requested all the agencies to depute competent officials at the ground level and suggested that the agencies to hire ground-level staffs from the educated unemployed students of the state.
Agri-marketing, Director, Kesang Tsering, Joint Directors and various seniors officials were present in the meeting.
Overcoming hurdles to build one's fortune

When a number of families migrated from Lower Subansiri to settle in Kimin in Papu Pare district, they only had their houses and no land to cultivate. Their only source of livelihood was limited to doing small business with the little money available with them. However, in due course, these families came in touch with the North East Initiative Development Agency (NEIDA), an associate organisation of Tata Trusts, and formed a Self Help Group (SHG), Apatani SHG, in Kimin.
Registered under the Societies Registration Act in 2012, NEIDA has been implementing the "Integrated promotion of Livelihood in Arunachal Pradesh Phase - I" project since July 2015, at the Kimin and Yachuli blocks to address some of the issues that impact the people such as the hilly terrain, fragmented land, lack of technical knowledge of farmers, transportation bottleneck, non-availability of inputs and weak extension machinery among other issues.
NEIDA seeks to promote micro finance, empowerment, livelihood and the need for market-based economic development in the North East regions of India. It has primarily focused on finding innovative ways to improve the livelihoods of rural farmers through enhancing productivity of existing livelihoods-based activities. The three focus areas include: (1) Livestock - piggery promotion, (2) Stabilizing land use systems through horticulture and agriculture development and (3) Forest-based livelihood.
To improve their livelihoods, the Apatani SGH group of 17 women members, leased land for rearing pigs. Pig rearing is a promising business in the North East owing to the high demand of pork among the tribal population. Tata Trusts, through its association with NEIDA, plans to promote household-level piggery enterprises to improve rural livelihoods and alleviate poverty. Pig rearing is undoubtedly of major importance for rural livelihoods and poverty alleviation in the region.
Apatani members were trained by NEIDA to set up pigsties and in the care and management of pigs. NEIDA also supported the group for construction of low cost pigsties and purchase of 10 piglets (4 males and 6 females) for rearing, from a pig breeding farm at Karsingsa in Papum Pare.
Fifteen training programs on pigsty construction and pig rearing were organized at Kimin to improve knowledge and skills of 200 farmers. A total of 178 pigsties were constructed by the farmers during the reporting period.
The members of the Apatani group grow tapioca, colocasia and other vegetables as pig feed to bring down the cost of feed and manage the daily activities of the unit on rotational basis. Till now, the group had sold three pigs and has earned an amount of Rs. 25,000/-. One sow gave birth to 10 piglets in the first week of August 2016 and is expected to earn an amount of Rs. 30,000/- after 2-3 months.
The SHGs under NEIDA, numbering 45, have been formed with the objectives of empowering women, inculcating the habit of saving and to bring in sustainable interventions. These groups promote the practice of inter-lending of funds that has been underway since their inception. This focus on micro-finance comes as a big relief for the members in times of emergencies. There is also an emphasis on proper record keeping and development of leadership quality within the groups. The members of the groups routinely attend training programs that focus on the concept and role of SHGs; book and record keeping; leadership development etc. organised by NEIDA.
Besides these, there have been interventions in elementary education covering around 500 households across 26 villages under the same project.
Experiencing the positive outcomes of education, empowerment and micro-finance practices, the group has decided to expand the piggery units by constructing additional 12 pigsties. Arunachal road project approved: Rijiju
ITANAGAR, Sept 21: Union Minister Kiren Rijiju said the road project from Tawang to Vijaynagar in Arunachal Pradesh has been approved by the Infrastructure Empowered Committee, headed by Cabinet Secretary, and forwarded to the Union Ministry of Road Transport and Highways (MoRTH) for preparation of the detailed project report (DPR).
"After the DPR is ready, we will know the exact estimate of the project and will be sending it to the Cabinet for final approval," the Union Minister of State for Home Affairs told reporters on the sideline of a function here.
The ambitious road project close to the McMohan Line is still in the conceptual stage and yet to get approval from the Cabinet, Rijiju said, adding that the Defence ministry had also cleared the project after changing alignment of the road in two portions.
"The project was conceived by the Home Ministry to benefit the people living in the border areas. When a major project is conceived, it has to be discussed in all the ministries before going to the Cabinet for final approval for implementation," he said while clarifying media reports.
"I have submitted the project proposal and officials from Arunachal Pradesh including the Chief Secretary and Planning Secretary convened a meeting at Delhi under my chairmanship along with Army Chief, Defence Secretary, Secretary Border Management of the Home Ministry including senior officials of the MoRTH, all intelligence chiefs where we have decided that the road should be constructed," he said.
"We have sent the proposal to the defence ministry for necessary approval. The ministry after re-aligning the road in two portions namely Mago to West Kameng and Tuting-Singa- Anini," he said.
Rijiju said the ministry had proposed to use the existing trans-Arunachal Highway from Tawang to Dirang instead of Mago to West Kameng. From Dirang, the road would pass through Thongri, East Kameng, Kra Daadi, Kurung Kumey, Upper Subansiri, West Siang, Upper Siang, Anini, Anjaw and finally Vijaynagar.
For the other portion from Tuting to Anini via Singa, the ministry had stated that it would be time taking for which it was decided that from Tuting the road would go through Yingkiong and Pasighat to connect Anini, Rijiju added.
Responding to a question regarding the greenfield airport project in the state capital, Rijiju said a team from civil aviation ministry is scheduled to visit the state capital to solve all the issues including land acquisition for which a meeting had been convened at New Delhi recently.
"Land acquisition is a state government subject and I hope that the government will expedite the process soon," he said.
On civilian use of advanced landing grounds (ALGs), Rijiju said that he had discussed the issue with Airport Authority of India and as per the agreement executed with the defence ministry, there should be provision of civil terminals in all the ALGs in the state.
"Where there is available land, civil terminal will be constructed in the ALGs," he added. PTI
Sustainable Development Summit focuses on Water Security
LEH(LADAKH), Sept 21: The 3- day Sustainable Development Summit-5 started here at Tuesday evening. The themes of the summit are:-Water Security in the Mountains and Skills required in the mountains.
Around 200 delegates from Himalayan states including Jammu & Kashmir, Uttarakhand, Himachal Pradesh, Arunachal Pradesh, Sikkim, Nagaland, Manipur, Mizoram, Tripura and two hill districts of Assam and Darjeeling district of West Bengal are participating in the event.
A team of Sustainable Development Forum of Arunachal (SDFA) led by its chairperson Fantry Mein Jaswal and Secretary Nalong Mize is attending the 5th Sustainable Mountain Development Summit (SMDS-5).
The team comprises of top government officials, journalist, and development workers.
The Sustainable Mountain Development Summit is an event of the Integrated Mountain Initiative (IMI) and this year it is being hosted by the Ladakh Snow Leopard Foundation (LSLF), a society of the Ladakh Autonomous Hill Development Council (LAHDC), Leh-Ladakh along with a series of supporters and collaborators.
Attending the summit, J&K Deputy Chief Minister called for concerted efforts to develop mountains and its environment for the future generations.
He said the entire Himalayan which is playing vital role and providing eco system to the world has to be taken care.
IMI Councillor and Sikkim MP PD Rai said it is necessary to have discussions among the policy makers to frame holistic policies for the mountain development.
He informed that IMI has been conducting Policy Makers Dialogue as a part of SMDS to make the policy makers more conscious on policies for the mountains.
Tura MP Conrad Sangma suggested that there should be action plan involving the local communities.
Sangma also expressed serious concern over changing climate and called for proper policies for its adaptation and mitigation.
He called for adopting result oriented and action based policies from the forum.
National Tribal Commission vice chairman called upon to introspect upon hydropower dams which is causing environmental impact like siltation, dying spring, deforestation, displacement in Himalaya.

IAS probationers team calls on CS
ITANAGAR, Sept 21: Altogether 23 IAS probationers of 2015 batch including topper Ira Singhal who were here at the state capital for an attachment with the Deputy Commissioner Itanagar Capital Complex as a part of their training called on the Chief Secretary Shakuntala D Gamlin today.
After brief interaction with the CS, the team of probationers visited the civil secretariat under the guidance of secretariat officials. Later the team visited state museum and the Buddhist Gompa.
The team also visited the Ranganadi Hydro Power project at Yazali during which the officials had an interaction with the Head of Project NEEPCO. This was followed by a visit to dam site and the power house of the NEEPCO.

East Kameng Open Badminton Championship from Oct 12
ITANAGAR, Sep 21: The second East Kameng Open Badminton Championship, 2016 will be held from October 12 to 15, 2016.
The championship consists of both men's and women's open singles and doubles and mixed doubles.
The winner of each event will be awarded cash prizes of Rs. 10,000 while the runners up will be awarded Rs.5000 each, informed East Kameng District Badminton Association.
Chandranagar defeat Hunter 2-1
ITANAGAR, Sep 21: Chandranagar FC defeated Hunter FC 2-1 in the Vishwakarma Football Trophy being held at KV No 2, Chimpu playground on Wednesday.
Taksing Tai scored both the goals for Chandranagar FC. The scorer for Hunter FC was Rido Soni.
The second match played between KKFC and Kyoda FC ended in 2-2 draw. The scorers for KK FC were Takhe Arun and Akash Taw. Both the goals for Kyoda FC was scored by Tabom.

Kra Daadi-Kurung Kumey road restored
KOLORIANG, Sep 21: The road communication between Palin and Koloriang has been restored for traffic movement on Wednesday afternoon.
The Joram-Sarli-Huri road under 85 RCC was disrupted at several points following a cloud burst in Kra-Daadi district on September 19.
Men and machinery of BRTF were pressed into service on war footing under the command of Anant Kumar Singh, OC (Officiating), which managed to restore the border road within 48 hours.
There were a total of 24 major and 40 minor block points along the road. A Bailey bridge and two RCC culverts were also washed away leaving several vehicles stranded on either sides of the road.
Heavy rainfall also caused huge damages to public properties at various places of Kurung Kumey and Kra Daadi districts.
Kurung Kumey district has advised all to take extra care while crossing the block points and sinking zones to avoid any kind of untoward incidents.
The Joram-Sarli-Huri Road is the life line for the people of Kra-Daadi and Kurung-Kumey districts. It connects several administrative centres of these two border districts. This road is also very important for the movement of armed forces guarding the Indo-China border. DIPRO
Teachers booked
ITANAGAR, Sep 21: Three absentee teachers who are working under SSA have been booked under "No work No pay" for month of September in Seppa. This decision was taken after Deputy Director School Education along with BEOs, BRCC and CRC made an unannounced visit to the schools.
Meanwhile, 17 SSA teachers have had one-day salary deducted by the authority for defaulting on their work, a release said. Similar action of salary deduction was also initiated against eight regular teachers, release added.
Delayed project will be completed soon: HPDCAPL
ITANAGAR, Sep 21: Sumbachu 3MW Small Hydro Power Project (SHP) Zemithang will be completed and commissioned soon, said Chairman, Hydro Power Development Corporation of Arunachal Pradesh Ltd. (HPDCAPL) Tungri Effa after visiting the plant.
The project is delayed by three years with 85 percent of the work completed.
The locals during the meeting with the chairman and Managing Director and GM of M/s Nortech Power Project Pvt. Ltd. Kolkata expressed their disappointment over the delay of the project forcing them to live under darkness for many years now.
They demanded the corporation to give them a timeline for the project to complete.
CME for Ayurvedic doctors
ITANAGAR, Sep 21: The six day Continuing Medical Education (CME) programme for the Ayurvedic doctors of Arunachal Pradesh started on Wednesday in the Conference Hall of Directorate of Health Services, Naharlagun. The CME organized by the Arunachal Pradesh Indian Medicine Council has been sponsored by the Ministry of AYUSH, Govt. of India. Twenty nine medical practitioners (Ayurveda) from various places are participating in the CME.
In the inaugural session Dr Inya Lingu, Deputy Director Health Service (Ayurveda) requested all participants to utilize training to interact with experience resource persons participating in the programme. He hoped that participants will be immensely benefited from the deliberation of highly qualified resource persons participating in six day CME.
Dr. DC Katoch, Adviser (Ayurveda), Ministry of AYUSH, Govt. of India, in his address requested Dr. Inya Lingu, Dr. Dusu Laji and other administrative officials entrusted by govt. of Arunachal Pradesh to work hard to contribute towards growth of AYUSH sector as they are the implementing agencies.
While attending the inaugural function Dr. M. Lego, Director Family Welfare emphasized the importance of continuing medical education programme in the state to enhance the skills. He appreciated the initiative taken by Dr. Inya Lingu, DDHS (Ayurveda) to conduct CME for Ayurvedic physicians. He shared that since time immoral forefathers have been using herbs to treat various ailments and said availability of natural herbs in the state can contribute to growth of Ayurveda sector.
In the technical session, Dr. DC Katoch deliberated on two topics, "Development of AYUSH Govt. policies, initiatives & schemes and "Ayurveda prospective of life style diseases". Dr. Pankaj Kumar Barman deliberated on "Common Ano-Rectal Diseases described in Ayurveda and their Management" & "Burn in Ayurvedic perspective & Ayurvedic approach in the management of second degree burn: A clinical experience".
Meet on clean health facilities
ITANAGAR, Sept 22: Two days Master Training on Swachh Bharat Abhiyan for hospital under Kayakalp commences on Wednesday at Nahrlagun.
Giving over view of Kayakalp and Swachh Bharat Abhiyan, Director, RRC-NE Dr Bamin Tada said that there was a need to inculcate sustainable practice to improve the cleanliness in health facilities. He also emphasized to improve the biomedical waste management system to contain any hazardous infection.

Students seek Govt intervention
ITANAGAR, Sep 21: The All Kra Daadi District Students Union (AKDDSU ) has appealed to the state govt to help the poor people of Kra Daadi to provide adequate relief funds and restore the road, water and power supply in the district. It further said that medical staff should be present at their respective posting place.
AKDDSU team also visited the block point and urged the concern authorities to immediately restore the road link with Kurung Kumey. It further said that power supply has been snapped as it appealed to the power department to immediately restore power supply.
Heavy rainfall has also damaged agricultural and horticulture fields the union said as it appealed to the local MLA Takam Pario who is also a minister for PHED and Disaster management to take necessary step and provide relief. It further said that DMO and DC to be present at the station during the rainy season.
AKDDSU informed that Govt Middle School, Hinda under Palin circle has been completely damaged due to landslide.
The school authorities and the students organised a social service which was attended by team AKDDSU.
Union appealed the DDSE Kra Daadi district to renovate the school building at the earliest.
Training for BRTF engineers held
YINGKIONG, Sep 21: A workshop-cum-training was conducted by HQ 761 BRTF of BRO here on Sunday last for the Assistant Engineers and Junior Engineers of Border Roads Organization (BRO) to train them for effective implementation of roads and bridges works with quality control in Upper Siang district.
During the workshop as many as 5 AEs and 26 JEs were given presentation on mix-design steps and use of IRC: Codes to arrive at a proper mix proportion to produce concrete of designed strength. They were also informed about the latest trends in concrete technology like use of mineral admixtures (Silica Fume) to produce high performance concrete of M60 grade and above.
Speaking during the inaugural day, Commander of 761 BRTF, VSM, SK Pradhan emphasized on the importance of quality of concrete mix in making concrete strong and durable enough to meet the intended serviceable needs. Further, he highlighted the provisions of IS:10262-2009 and IRC-112 regarding guidelines on concrete mix proportioning.
OC 1448 BCC and Deputy Commander, PK Pankaj both explained about all the provisions at length, study materials and copies of relevant IS/IRC codes.
761 BRTF is engaged in construction and development of road network in Upper Siang district and is undertaking construction of 11 bridges at present in addition to construction of green field alignment of Bile-Migging and widening of Pangin-Boleng stretch to National Highway Double Lane standards. Livestock vaccinated
ROING, Sep 21: About 300 livestock were vaccinated against FMD, HS and BQ and others treated for various GIT, RTI, UTI, nutritional disease by a veterinary team led by DVO, Dr. Emo Lego, VOs and staffs during a day-long animal health-cum-awareness camp held at Bolung Village here on Tuesday last.
It was organized by the department of Animal Husbandry and Veterinary, Lower Dibang Valley district and was attended by Bolung III ASM, Ojing Kartek, Kundung Banggo HGB, Longgik Perme, Bolung II ASM, Boki Langkam, GBs, PRI members, public and lives stock owners.
During the camp, SVO, Dr. A Ahmed briefed about vaccination schedule of livestock and poultry birds while, SVO, Dr. R Chodhary imparted training on AI fertility and poultry rearing. APCC condemns Uri attack
ITANAGAR, Sep 21: The rank and file of Arunachal Pradesh Congress Committee vehemently condemned the assault, in which 18 Indian armies were killed by Pakistani terrorists in Uri sector of Jammu and Kashmir recently.
Claiming that Pakistan was behind in the attack, APCC cautioned the enemy country to refrain from waging proxy war and challenged it to come out open, if they had courage.
APCC saluted those martyrs for the supreme sacrifice they made while guarding the nation.
The party extended heartfelt condolences to families of those brave soldiers and prayed to almighty for eternal peace of the departed soul and also speedy recovery of those injured in the attack.
Week-long Hindi Diwas celebration at RGU ends
ITANAGAR, Sep 21: The week-long celebration of Hindi Diwas at Rajiv Gandhi University (RGU) ended with a closing ceremony in the university auditorium on Wednesday.
RGU Vice Chancellor Prof. Tamo Mibang, Registrar Prof. Rachob Taba, Dean of Hindi Department Prof. J Sahu, Head of Hindi Department Dr. Oken Lego attended the closing ceremony, among others.
The week-long celebration of the Hindi Diwas was organized by the Hindi Department of RGU to promote and popularize Hindi among the youths and students as well as the challenges faced by the language due to rapid growth of many regional languages.
AIUFWP condemns eviction drive at Kaziranga
New Delhi, Sep 21: The All India Union of Forest Working People (AIUFWP) has strongly condemned the dastardly act of forceful eviction and firing leading to the death of two women at Bandardubi area near Kaziranga National Park recently.
They alleged that union government has declared war on the hard earned Forest Right Act (FRA). "The BJP government at the Center, after trying numerous ways to scuttle the FRA, finally managed to win for itself the sanction of Parliament in the form of the passing of the CAMPA Act, the tool to directly attack the recognition of rights of forest dependent communities. And the attack has begun in all its fury and nastiness," they stated.
"Despite Assam High Court order that all due process of law must be followed prior to any eviction, the Assam BJP government started uprooting the houses by unleashing the elephants and burning the houses. When the peasant families resisted, the police fired at them leading to the death of 2 women on the spot and leaving more than 10 people severely injured. This followed open threats by the State Finance Minister that the lease holding settlers move out and only then any compensation might be thought of," the AIUFWP stated.
The AIUFWP has demanded that adequate compensation be paid to the families of the deceased and injured and all rights have to be settled before any eviction is planned for. The Union also opposes this notion of saving forests and so called Protected Forests/National Parks by evicting people.
Workshop on preservation of cultural heritage
ITANAGAR, Sep 21: Donyi Polo Vidya Niketan, Pasighat (DPVN) run by Arunachal Shiksha Vikas Samiti hosted a Two Days Educational Workshop On Awareness and Preservation Of Indian Cultural Heritage on Sept 19-20 at Solung ground, Pasighat.
The workshop was organised by Vidya Bharati Sanskriti Shiksha Sansthan, sponsored by Ministry of Culture Govt. of India. More than 500 Students from Donyi Polo Vidya Niketan, Pasighat and DPVN Talom Rukbo Nagar took part in it. Essay Writing competition, Dramatic performance, folk dances, folk songs were the part of the two day long workshop. Music teacher of IGJ, Higher Secondary school ,Pasighat R N Kumar lauded the services rendered by the teachers in the development of Indian culture.

Forum seeks action
ITANAGAR, Sep 21: Arunachal Pradesh Colleges Forum on Wednesday registered a complaint with Secretary Education, claiming that authority of Arunachal Community College has violated the Govt guidelines. Claiming that stipend fee has been completely banned, the forum sought for refund of the stipend processing fee of Rs 400 reportedly collected from each student. It also sought the authority to look into the issue and take necessary action.

The news of a government middle school on the verge of closure due to lack of fund
should worried the education department. As per the report head-
The government of Arunachal during the tenure of late Kalikho Pul government had claimed that stipend for the students has been enhanced and is being regularly released. But the claim made by the headmaster of Sarkhahappa girl's residential school has countered that of state government. It is well known that government schools are totally dependent on smooth flow of government fund to run the school. Therefore how come education department failed to release the stipend and maintenance fund for last 8 month? This is gross negligence and proper enquiry should be carried out to punish those erring officials. Because of the mistake of some official, the children are suffering. Education department should strongly punish the wrongdoer to send out tough message.

The repeated attacks on the vulnerable military bases of India along the Line of
Control adjoining Pakistan is the tipping point of India’s security concerns. Unless
the Indian government and the Indian armed forces take a strong action to restrain
their terrorist infested neighbour, the nation will continue to bleed; and the loss
of precious life and properties will continue unabated. Chest thumping, lip services,
appearing in TV debates, giving long and scripted media interviews and hyped vocal
messages to Pakistan by the Indian government, top politicians and bureaucrats will
not resolve the issue. India has to do way more than that; else the nation stands
to lose much in terms of potential foreign investments as the nation will be again
viewed by big multi-
This is the time for India to sit with the permanent security members excluding China to hit Pakistan in every front to reduce the security threats. India has to adopt Israel model partly to counter Pakistan in defense terms to enhance security for the nation. Last but not the least, the Chief of Army Staff should be made to respond as how the security breaches are hampering precious lives and national property. Sitting in his office with all the comforts of life and a huge salary and secured fat pension after retirement, the Army Chief stands responsible to answer to the nation how these Pakistan based terrorists are regularly infiltrating Indian borders and targeting army and air force bases and civilians in spite of spending billions of dollars of Indian tax payers money dedicated to security installations and buying sophisticated arms. What is the Army Intelligence doing, are they sucking lollipops? The Chief of Research and Analysis Wing (RAW) also stands responsible in failing to provide security tips vital for the national security. Unless these top officials are pushed beyond their comfort zones, India will continue to bleed.

College without facilities
Dear Editor,
Through the columns of your esteemed daily, we would like to bring to the attention of the Directorate of Higher and Technical Education and RGU Authority that the Arunachal Community College, Itanagar is not being run properly. The students are not being given quality Education. The student has to face miserable period everyday due to congested class rooms and limited furniture.
There are three semesters in this academic season i.e. 1st, 3rd and 5thsemester. Further 5th semester has four specific departments such as political science, sociology, history and Education. Accordingly, there should be more than six class rooms but only four class rooms have been provided. Teaching Staff are limited and always changed. The reason behind is due to less salary.
There is no encouragement and support for Teacher's Day, College week, fresher meet, college annual picnic and statehood day. Even if the student organize college week by their own budget, the institute do not give certificates. Moreover the Authority is charging the stipend form at the cost of Rs.40 whereas other colleges charge only Rs. 20 for the same.
When student bring these problems of college to the authorities, all they say is that the Director of the college will be informed about the problems. Nothing has been changed yet.
The students expect quality education from the college so they pay whopping amount of Rs 14000 for per semester. Receiving heavy fees and providing fewer facilities is illegal. Beside bookish knowledge, others activities such as sports and cultural activities and leadership quality is part of education but there is no such encouragement by the college.
Therefore, the concern Higher Authorities are profoundly requested to take necessary action against the Arunachal Community College.

of mobile phones in competitive exams especially for recruitment of Civil Engineers.
Within 15 minutes of distribution of question papers, the answers are sent to the
candidates through WhatsApp. This act discourages the hard working, sincere and deserving
candidates. In some centers, invigilators are very strict but in some, the invigilator’s
are very lenient allowing use of mobiles. I would like to appeal the APPSC Officials
